Highway Code 2022 Changes: The Hierarchy of Road Users
In January 2022 the Highway Code changed to protect people walking, cycling and riding horses. These changes are examined, so every learner should know them.
The hierarchy of road users
Those who can cause the greatest harm have the greatest responsibility to reduce the danger they pose. From most vulnerable to least: pedestrians, cyclists, horse riders, motorcyclists, then cars and taxis, vans, and finally large passenger vehicles and heavy goods vehicles.
Priority at junctions
When turning into or out of a junction, give way to pedestrians who are crossing or waiting to cross. Do not push in front of cyclists going straight ahead, even if they are on a cycle lane or track.
Passing and overtaking
- Leave at least 1.5 metres when overtaking cyclists at up to 30 mph, and more at higher speeds.
- Leave at least 2 metres when passing pedestrians walking in the road, and slow down.
- Leave at least 2 metres and pass at under 10 mph when passing horses.
Opening doors
Use the Dutch Reach: open the door with your far hand, which makes you turn and look for people cycling or walking past.
